The United Kingdom and France to Deploy Troops to Ukraine in the event that a Peace Deal is Reached

Placeholder Diplomatic Meeting

The UK and France have signed a statement of purpose concerning the stationing of military forces in the nation in the event a ceasefire be struck with Russia, the British leader, Starmer, has stated.

Subsequent to talks with allied nations in the French capital, he noted that the UK and France would "set up operational bases throughout Ukraine and build fortified facilities for military hardware and military equipment" to discourage any potential invasion.

The allied nations also put forward that the America would assume leadership in verifying a halt in hostilities.

Moscow has consistently cautioned that any external forces in Ukraine would be considered a "valid objective", but has so far not responded on this recent development.

The Situation and Ongoing War

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in February 2022, and Moscow at this time occupies approximately 20% of Ukrainian territory.

"This is a vital part of our commitment to stand with Ukraine for the foreseeable future," remarked Starmer.

Top officials and top officials from the "Partner Group" took part in the Paris negotiations.

Speaking at a combined announcement, Starmer noted: "It paves the way for the operational parameters under which British, French, and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's military for the time to come."

The British leader added that the UK would take part in any US-led verification of a potential ceasefire.

Protection Pledges and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "durable defense assurances and robust prosperity commitments are essential to a enduring ceasefire" in Ukraine – referring to a major demand made by Kyiv.

Witkoff noted the partner nations had "mostly completed" their work on establishing such pledges "so that the Ukrainian people know that when this hostilities ends, it ends forever."

Jared Kushner, ex-President Donald Trump's advisor, also participated in the negotiations.

Separately, French President Emmanuel Macron stated that Ukraine's supporters had made "considerable advances" at the meeting.

He added that "comprehensive" defense assurances for Kyiv had been settled upon in the instance of a possible truce.

President Volodymyr Zelensky said that a "significant step forward" had been made in the talks, but added that he would only view efforts to be "sufficient" if they resulted in the end of the fighting.

Earlier, he suggested a peace agreement was "mostly finalized". Agreeing on the last 10% would "determine the fate of peace, the fate of Ukraine and Europe".

Outstanding Matters

  • Territory and defense assurances have been at the forefront of unresolved issues for diplomats.
  • The Russian President has consistently stated that Kyiv's military must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any compromise over how to end the war.
  • The Ukrainian President has to date ruled out surrendering any land, but has floated the idea that Ukraine could pull back its troops to an mutually accepted point – but only if Russia does the same.

Moscow currently controls about 75% of the Donetsk region and around 99% of the bordering Luhansk region. The two regions form the area of Donbas.

The initial US-led 28-point peace plan that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being strongly biased in Russia's favor.

This led to weeks of high-level negotiations – with all sides trying to adjust the draft.

The previous month, Kyiv presented the US an revised proposal – as well as separate documents describing prospective defense assurances and provisions for Ukraine's reconstruction, Zelensky added.
