The Former President's Woke Warning Misses The Continent's Real Danger: Technological Stagnation.

The recent US national security strategy presents a flawed assessment of Europe. It claims that open-border policies and so-called "progressive" policies pose an grave risk to European civilization. However, this argument rests on a fundamental misreading of the situation. The actual challenge confronting the EU is not cultural but economic and technological lag.

A Glaring Growth Divide Separating Europe and the US

The data paint a sobering contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, while a paltry 13.5% increase for the European Union. Over this period, EU GDP per capita dropped from over three-quarters to just half of the American figure. Remarkably, even the poorest US state now boasts a greater average income than major EU nations like Italy and France.

Today, roughly half of the global top fifty technology firms are American, while only four are from Europe.

The Technological Shortfall: A Critical Problem

This widening economic gap is driven by stronger efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The scene of world technology leadership is overwhelmingly American. Over the past fifty years, hundreds of American startups have grown into companies valued at over $10bn, compared with just 14 in Europe.

This disparity raises a vital issue: In the race for tomorrow's sectors like AI, semiconductors, and fusion energy, what is the EU stand? Most analysts concede it is essentially a two-horse race between the US and China, with European nations starting at a clear handicap.

Underlying Factors of the Continent's Innovation Gap

Several key factors account for this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and agile network for funding startups. The EU still lacks a true capital markets union, which caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A American entrepreneur can introduce a product under one regulatory framework to access a consumer base of hundreds of millions. The EU, despite a bigger population size, is divided among 27 different national systems, creating significant internal barriers.
  • Mindset Differences: Attitudes toward entrepreneurial failure vary greatly. In some EU nations, business failure was once viewed with penalties, whereas in the United States, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its ability in pioneering research.

The Road Ahead: Reasons for Cautious Optimism

In spite of these challenges, there are causes for optimism. Policymakers are growing more conscious of the existential challenge and have begun to propose substantial change. Notable analyses on EU competitiveness and the single market point to the necessity of major reforms.

With the right incentives and rule changes, Europe's strengths could support much higher degrees of business-led breakthroughs.

Europe still possesses significant strengths: high-quality human capital, top-tier schools and universities, and premier labs. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of venture creation.

Crucially, even if the EU does not take the lead in developing cutting-edge tech, it can still significantly increase economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. But, without bold steps to address its structural weaknesses, today's gradual weakening could turn into a sudden and irreversible loss of world influence.
